If you want to put a name to it then they seem to be our bretheren from the 
Indian sub continent. I am not saying all of them, as there are (I have worked 
with quite a few) some very good programmers from there, however a lot of these 
questions that could be answered by a quick de-bug or just RTFM seem to come 
from there. IMHO of course.
