Because as Bob Cozzi correctly points out, it is so trivial to code your own
service pgm routine to do it.  You could create your own (or use Bob's)
faster than you can fill out a DCR for the request.

While I am not adverse to IBM adding it, I'd rather they devoted the limited
resources to enhancements we can not so trivially provide ourselves.
