The problem I have with that logic michael, is that upon breaking most 
subroutines down into subprocedures I do see where I can use them 
elsewhere.  Specifically it can be tied to a specific business function. 
Then it's time to put it into a service program.

Subroutines should be used to modularize code in a program/module. A
subroutine would have code so specific to a business function that it
would not be shared between other program/modules. A subprocedure would
have code that should be shared between different program/modules.
