Only put education dollars into the people using subprocedures.  When it 
comes time for new and exciting stuff, give it to the people using 
subprocedures.  When your operator dies of old age, offer the position to 
the people who don't use subprocedures, (along with a pay reduction). 
These people will never adapt to Java, etc.

That is where the problem started.  Imagine a shop with 20 to 30 
developers.  Let say 10 of them think that sub-procedure is good and make 
program more readable and the other think that it is cumbersome and 
confusing.  What should the shop do?
