Years ago I was the outside consultant at a place with a vendor
package.  The support people quickly got into the habit of asking me the
size of the program in bytes to see if I modified it.  But, I swear, the
problem was with their original code.

But, hey, it was my first job.  No one would hire a guy without
experience.  But call yourself a consultant and it's different.  The small
insurance agency thought I was robbing him blind by billing him
$10/hr.  But he did SELL me health insurance.

Oh my.  I have seen the good and the bad on this.

Without disclosing the names of the accused, I would just say that it has a
lot to do with whether the customer has a one-person programming shop and
s/he reports to a non-IS manager, usually the bean-counter.  Such managers
seem to have a hard time grasping the concept of responsibility when their
people modify the code.

I have never had to fight the "war" between the customer and my management.
My personal opinion would be that Ron's manager dodged his responsibility.
