That's a hard question to answer, since it depends on the goals of the
organization.  If the department exists strictly to maintain an application,
and little or no new features are being added, then why bother to modernize
the code.  If this is the case, I'd probably find a better employer.....

If your shop is actively building new functionality and pushing toward
future application milestones, then it would be insane to NOT use the new
technologies.  (I say new, though ILE has been around for a decade now... )
Reusable (modular) code has been a staple of programming for decades, and
yet we still sometimes see programmers trying to argue on the side of "top
to bottom" procedural code.  Bah!

Personally, I get really tired of the programmers who refuse to even
consider changing their ways.  Failure to keep abreast of new techniques or
technologies guarantees their loss of value to an employer over time.  Do
they realize that they're limiting their opportunities for continued gainful
employment?  Probably not.....

That is where the problem started.  Imagine a shop with 20 to 30 developers.
Let say 10 of them think that sub-procedure is good and make program more
readable and the other think that it is cumbersome and confusing.  What
should the shop do?
