Right the rule is it has to be at least two characters. For the TLD.

Do you mean at least three characters between the @ and the period, or

three including the domain, period, and suffix?

While some domain registration companies insist you use at least three
characters for the domain name portion, I don't think it is a hard and
fast
rule.  For instance, Road Runner's cable service is rr.com
