One reason that ILE came into existence was to give you the ability to create modules and bind them together (the Link-Edit process that many platforms use for creating executables), along with the ability to use procedures and service programs, etc. The static binding help improve the performance when programs/procedures are being called. In RPG400 (OPM) programs, all linkage between programs is dynamic, and parameter passing gets resolved during the initial call to any sub-programs being called.
