It all depends on the background of the person in charge, some managers are "un-schooled" themselves and fail to grasp the benefits of keeping their staff up-to-date. I was in a situation where our software leadership told us not to use RPGIV because he didn't know it and that SQL provided a "security risk". We had asked to start using both languages many years ago. Now development has been handed over to a group of bright staff at headquarters and quess what? They are ALL using RPGIV and SQL.
