What's the limit on the parameter to pass for a sbmjob

I believe you will find that the CMD length was increased in V4R5 to
20000 bytes (with RQSDTA remaining 3000), though this is still less
than the requested 32K bytes (and could not be applied entirely to one
parameter in any case).
