Well, why don't you just dump the buffer to a file in your trigger program?
What is preventing you from doing this?

All I want is to take the trigger buffer and just dump it to a file. I don't
want any other processing to occurs. The file I am trying to place triggers
on is used very extensively in the app. Batch updates, real-time updates
etc.
