Just to verify . . .
You need the SQL Development kit to compile ONLY.  The compiled SQLRPGLE
object will run regardless of whether the development kit is installed or
not.

Correct?  Or am I wrong?

I did some research for that a while ago :

the date data type is a so called "Lillian Date" and
is not defined for dates before the change of calendar
that you mentioned. I took that from the manuals
but can't remember from which.

how about :

c/exec sql set :dow = dayOfWeek(:date)
c/end-exec

if you have SQL of course
