I agree that his conclusion sounds wrong. But you may need to define 'secure'. I'll assume for the moment that you are referring to either encryption or login security. I don't do domino, so I can't be entirely sure, but if it's communicating with IP, of course it can be secured with encryption, either with a VPN solution or with a proxy server solution that includes some form of encryption (Wingate can do this, for example). If you are talking about login-type access security, why wouldn't you be able to use any of the various access security methods, like VPNs, SecureID's etc?
