I don't know if there's a qsysval for it or not, but you may be able to get
it by reading throught the QHST* log files.

Subject: obtaining system uptime

I need to get the system uptime or the time when the system was last
booted into a program. An all night review of the books at publib.ibm.com
gives me nothing useful.

I also need something to wake up my program every 120 seconds or
so. Something like signal handlers.

Anyone know how to do this?
