FWiW, that MS utility is the The Microsoft Keyboard Layout Creator (MSKLC), to which I included a link in my prior message in this thread:

The about Technical Reference [or KB] article gives a link to download the executable MSKLC.exe as the following:

The article that Vern referenced gives a link to download the executable MSKLC.exe as:

The former resolves to the latter. The TR\KB may have more information that is of interest, than what is available if visiting only the download link.
