Is this for general use in Windows? Or is it for use in Access terminal emulation only?

There are some things you can do - like choose an international keyboard, where you get things like Ctrl-colon to get an umlaut (I think).

Also, if you know the ASCII number for a symbol, you can use Alt-0nnn

I didn’t see anything in the Control Panel: Keyboard function.
