Yeah, in Regional and Language Options, click on the Languages tab.

Then click the Details button in that top section - Text services and input languages.

That will take you to where you can see your default language - to add another, click on the Add button in the Installed services section. One will be the US international that gives you some interesting keystrokes for international stuff - not sure about the cent sign.

Here's a link to a site that tells how to use this keyboard. It gives good instructions, too, for setting it up.

I googled for cent sign in windows and found this site for mapping stuff - http://fsymbols.com/keyboard/windows/layouts/

There's, a Microsoft utility for this listed in that URL - see what this does for you.
