So are you saying you want to patch the operating system for some users, or some jobs, but not for others on the same machine? I don't know of any architecture that lets you do that. Even for applications, that is not possible except where you can install them in parallel outside the normal update process. You can install PTFs into a temporary location (or install them temporarily), and then remove them individually if some don't work out. And many PTFs (except the microcode ones) can be installed without an IPL.
