Not sure.. I've never found any specifics on it.

But not all servers reply with those types of errors, and sometimes the
error is just because it can't connect. I've seen MSF jobs running well
over 50% for days because of this.

It doesn't differ if the delivery error was 5xx (permanent), or
temporarily (45x)? AFAIK it should, because permanent errors like "5xx no
such user" should not be retried indefinitely.
