Entitlement has done several weird things lately. None of them have resulted in a 503 issue.
Do you have a local library with internet access and their own computers? Try a case there.
Or, try the web interface on your smartphone.
I say this because you strike me as one who does not like to upgrade browsers, etc unless there's a very compelling reason. I just want to rule out the possibility that IBM's sites may croak with older browsers. Or it could be some setting along the lines of blocking popups (just a wild example).
