Government agency yes, but wrong one. It's the Securities and Exchange Commission (SEC). They don't want pre-release information getting out that might affect stock transactions. Therefore IBM takes a strong stance on being of being over careful not to get into a questionable situation. That and IBM has always been very careful about pre-announcements unlike some of it's competition. In the end it does not really affect 90% of us, we wait for the announcement, and GA date and are happy to move on.
