Seems completely reasonable to me. For example I might say "I replace my car every 10 years unless I encounter a compelling reason." Then at 7 years it is determined that the transmission has failed. This might be a compelling reason to replace the car before 10 years has passed.

Perhaps IBM could determine that a significant change is required that is more than can be effected with some PTFs or a TR update. Or perhaps the change is sufficient that a new version or release should be triggered for the level of change.
