I found on my Dell Inspiron that by simultaneously pressing Fn + Esc that it toggles the functions such that the function keys work for the F1 - F24 emulation purposes and simultaneously pressing Fn + Esc a second time toggles it back to the original Windows keyboard functions mode.

After reboot the functions key work as Windows function key.

If you attachment an external keyboard, you'll probably find that the function keys on it work fine for emulation.
