Some FKeys not working in iACS or old Client Access after Win11

I had to buy a new laptop and it's an HP running Win11 (previous one was HP Win 10). I use this to connect to my work pc via Cisco AnyConnect/Remote Desktop. I cannot get all of the function keys to work in ACS or Client Access. For example F24 seems to work all the time, but F21 doesn't. This keyboard is like my previous one. For example, I press the fn key + shift + f9 for f21.

I have spent hours trying to find a solution and nothing has worked. Has anyone else had this problem or have any suggestions?
