I think you basically have to do things by hand - IF you keep using overlays, anyhow. You have your AFP printer driver on Windows, "print" the image to a file, send that file to the IBM i somewhere, copy it into a source member, from which you create the overlay.

I suggest another option - I don't remember if it can replace overlays, but it can a lot - use the AFPRSC keyword in your PRTF source - you point directly at an image file in the IFS and it gets pulled in as AFP content.

It works fine for PAGSEGs. If your overlay is only on the front of a sheet, you might be able to use AFPSRC. If you specify the overlay in the PRTF create command, then, no, you need the overlay, probably.

I tried following the process on that page to ftp the file as a possible
alternative. However I always get "501 Unknown extension in database file
name" when trying to 'put' the file. I created the FILE(QGPL/AFPRES) just
as it suggests.
If anyone can point me how to get to the new AFP Manager I'd appreciate
it.
