it's a CSV file which is located at some path(IFS PATH '/../') i was able
to download it as mentioned earlier using these FTP steps*

But unable to download it with full text in the column headings (which is
present in the base physical file from which his CPYTOIMPF gave output in a
csv file format which is present at IFS location.
So Now what could be done to put full column headings on this CSV file
which is downloaded following FTP steps mentioned on above link ( i just
changed as mentioned earlier TOSTMF parameter to IFS path where that CSV
file is located as mentioned in my previous post)

Your data file source is or is not a physical file? Is it on the IFS?
CPYTOIMPF is not a mandatory command to use if you have data in a
file, or a source physical file.necessary.
If it is a physical source file with only one member (because physical
files may have more than one member), then what I just gave you should
work. BTW in those instructions I forgot to mention that if it is a
physical file with only one member, the member parameter is not
CCSID
Please do that and let us know how you did.

This should look like this after invoking FTP:
OPEN you_ibm_i_name_or _ip_address
Type in your user name
Type in your password
GET (hit enter to be prompted)
Remote filename: YOURLIB/YOURFILE.YOURMEMBER
Local filename: your_local_file_name_as_you_name_it.your ext
Then inspect your contents. If it looks like garbage, then, repeat
justbefore issuing the GET command above, issue a BIN command first.
Then follow on with the GET.
