1. How can I know if the IFS file which I am trying to download using FTP
is in EBCDIC or in ASCII or in some other format ?
2. How can I do DSPFFD on a file which is present on IFS location within
directory and subdirectories ?

Is YOURFILE.FILE a source physical file?
It is possible that, if the file is in EBCDIC and if you use BIN, the
file on the PC will look like garbage.
So we need more information like this to help more.
