To me, the legacy side and the Unix side of IBM i are both critical.
I have been there with z/OS with the MVS / USS dichotomy which is similar
but even more extreme, and again, z/OS would not have survived without USS.
We're in the same situation here with IBM i. PASE doesn't replace the
legacy side, but PASE is critical to keeping IBM i viable in the 3rd decade
of the 21st century.

BTW, I have the deepest respect for the legacy side, and for the deep and
well-steeped legacy practitioners, Rob ...
You may not remember, but I certainly do, how you (and others on this list)
helped a panicky open source expert in spring of 2018 doing his first
migration from a customer's premises installation to a Power 8 in the cloud!
I certainly remember your help, Rob :)
