As SK said, they may be using an alternative ftp server. We have an lpar which does this.

GoAnywhere will have a job named QP0ZSPWT
When I ftp to that lpar and try the following:
quote rcmd crtsavf qtemp/duh
502 Command RCMD not implemented.
