A thousand pardons if someone also suggested this but do you see anything in:
WRKFCNUSG FCNID(QIBM_QTMF_*)
Watch this interaction between two IBM i's:
ftp target
quote rcmd dspjob output(*print)
250 Command dspjob output(*print) successful.
Quit

Then on the target I ran
WRKFCNUSG FCNID(QIBM_QTMF_*)
Caution: There is a "fluke". Do NOT use 2 to change to view what your administrators have it set to. 2 does not use current settings, it uses default settings! Use 5 to view it.
And changed QIBM_QTMF_SERVER_REQ_9 from
Default authority . . . . . . . > *ALLOWED
*ALLOBJ special authority . . . > *NOTUSED
To
Default authority . . . . . . . > *DENIED
*ALLOBJ special authority . . . > *NOTUSED

Now back on the source system:
ftp gdi
quote rcmd dspjob output(*print)
550 Request rejected.

This is why your administrators told you to use an *ALLOBJ user profile!
<snip>
*ALLOBJ special authority

Specifies whether all object (*ALLOBJ) special authority may be used
to give a user access to the function.

*USED
A user with *ALLOBJ special authority is always allowed to use
the function.
</snip>
