You can IPL using STRNETINS so your system IPL from NFS+TFTP , but you need an "empty machine" as starting point. You need to save the license keys, TCP/IP configuration, adapters configurations, etc on your target system before restoring on it.

You need to use Virtual Optical images instead of Virtual Tape.

The Service Tools Server LAN Adapter allows to IPL from a remote NFS server on IBM i, but as long as you don't have an HMC you can't IPL from a powered off system in some cloud providers. You need to IPL with RESTART(*YES) using something like this:

    STRNETINS DEV(NFSRESTORE) OPTION(*LIC) KEYLCKMOD(*MANUAL)

Not the easy option, but cloud environments have their limitations and you need to adapt...

... or you can take the empty LPAR with IBM i and start restoring data from any virtual media you want. Maybe the easiest way to perform the migration.

NOTE: I suggest to test your 5250 console and timeouts before trying any test. Sometimes Web-Based consoles are tricky

Now:

* It's faster if you have performed a Save Option 21 to disk instead of using NFS server, but sometimes you don't have enough space. You must use Virtual OPTICAL.
* You can use a SAVSYS (not option 21) with Virtual Optical and restore the empty system and then transfer your full backup from disk , using FTP or SFTP to the target system
* For restore purposes you'll need a temporary IBM i LPAR
* The steps with IBM Cloud Object Storage are optional.
* It's not lightning fast because NFS on IBM i is slow, but works.
