Yes, that's true. Image Catalog with Optical images can save SAVSYS data
and data can be restored.
There's a document on IBM Cloud talking about that.
Can you share where are you moving to?

Image catalog based virtual tape can not be used for initial load as
there is now way to load the device for the install. There is no install
from the cloud either.


With no tape, you would need to use an optical device either a physical
device or image catalog hosted from another IBM i. Then you would need
re-install the LIC and OS and restore user data. Other wise you can use
the BRMS ICC option. This uses images burned to DVD for the OS install
and then virtual tape images stored in the cloud for User data.

Now:

* It's faster if you have performed a Save Option 21 to disk instead of
using NFS server, but sometimes you don't have enough space. You must
use Virtual OPTICAL.

FTP or SFTP to the target system

* The steps with IBM Cloud Object Storage are optional.
* It's not lightning fast because NFS on IBM i is slow, but works.
* Most cloud providers use noVNC as your 5250 console. I recommend using
LAN CONSOLE ->
