It was a limitation of AIX that the PASE environment duplicated for fear that if they didn't, existing AIX software wouldn't expect more than 8 characters and might have errors.   It was not a problem with OpenSSH, per-se -- OpenSSH always supported longer userids since it was not initially written for AIX, it was written for OpenBSD, and is portable to all major Unix OSes.  But, you're right that the 8 character limitation caused problems for people setting up OpenSSH unless they set the variable that's noted in the link you provided.  But, the origin of the limitation was PASE rather than OpenSSH, and applied to other PASE software as well.

So that, plus WRKDIRE, plus compatibility with older IBM midrange systems may have all been factors in people wanting to keep userids to 8 characters.

Seems silly to keep doing that today, though.
