What you describe heavily depends on OS release. Is your claim true for V5R4? (Chris wrote, he’s on that release.)

As far as I’ve experienced, for V4R5, ENDSBS *ALL *IMMED is sufficient. I’m not sure what Save 21 does in the background prior to running QMNSAVE on the different releases.
