Actually there was some history in which doing an ENDSYS or ENDSBS before ending TCP/IP would make TELNET unusable. Granted it's a little dated but it goes back many versions of the OS.

If you find telnet expendable then never mind.
But IBM obviously learned their lesson and has since modified the GO SAVE-21, etc.

Pretty much reads that one ends TCP first as early as I can find it online.
