Definitely no.

If you're using a HMC and the hosting LPAR is running, you can use dynamic partitioning. This is *only* showing up in HMC when the to-be-modified LPAR is already running. Then the resources will show up in the hosting LPAR's DSPHDWRSC.

Don't forget to save the changed partition settings back to the profile, if Sync is disabled!
