This was one of my main questions too. Jim Franz (OP) did say this:

other aspects of maintaining those text files.

If it's the latter, then my recommendation would be to first look for
an existing migration tool. I would think lots of people have had to
do this already. Further, I would think there are both commercial
products as well as open source tools for this.

If I'm wrong and there's nothing out there already, then I would go
ahead and just build one. Personally, I would use Python to do it.
Regardless of implementation language, you should be able to make use
of the system catalog to find all the source members.
