Once you have it in text files, pull it into git. There are several good and reasonably priced interfaces to put over the top of the repository. Gitlab is what I use with my web application. Git for windows allows you to set your editor, so you could use that and set notepad++ as your editor and have good syntax highlighting.

This is mostly RPG400, CLP, DDS, CMD, Menus, etc, Some free ILE..
Exporting to text files is simple enough.
I would imagine others have been through this - any better options?
Need a "supported" tool, so some older open source are not being looked at.
This shop moving off Microsoft development suites.
Offline comments may be better.
