I think you need the advanced job scheduled to do it in a single job.
Your thought about two job schedule entries with omit dates is how we have
accomplished it in the past.

A CL program certainly can be written to accomplish it but by the time you
get the permutations and exceptions built in it’s quite a piece of work, so
we opted for the simpler approach.

AFAIK, that is not possible with WRKJOBSCDE.
Why don't you create a small program that gets called each day and decides
whether to execute or not your job (using the system date as a parameter)?
