The real beauty of this approach is that it doesn't matter how
complicated the requirements are. If they want to keep the first of
the month AND every Saturday AND the third Thursday of every
even-numbered month AND Good Friday on years when Easter is in March,
no problem. Just edit the logic in the gatekeeper program. Leave
everything else alone. No extra job schedule entries, no requirement
for single-threaded queues, no data areas.

Just some research on the Internet to figure out how to calculate when
Easter is. ;)
