Ask IBM? Not sure if it's something they would offer up, though. Maybe in
V8R1 there will be a clear all option like restarting MSF with the *CLEAR
option.

I ended up getting an Office365 account and forwarding mail from the IBM

server to Microsoft's relay service. All mail appears to be delivered
now,
knock on wood. IBM provided a support document that delineates how to set
this up. So far, so good.
