I know that one. You can use one of the tools to package your web code as Android and iPhone apps. That way you don't have to learn Java (or Kotlin) and Swift, and maintain two code bases. You have a single code base, and the marketing types get their app.

The presentation includes a basic discussion of the various approaches
and pluses and minuses.

You can certainly use web services - but that still leaves the problem
of how to code the interface on the device.
