I have used a product called NSBasic for the past 6 years to create mobilized apps.

You can code in VB style syntax or Javascript and it has a great IDE.

Then communicate to the IBMi via ajax web service calls via CGI or whatever method you want to use for your Get/Post requests.

There are there others but I like this IDE. It also lets you use Bootstrap JQWidgets and other components for doing detail style entry.

Your initial prototype can be as a web app and when you're ready build for Android and/or iOS from the same base.

There are other toolsets, but you can get going quickly and inexpensively with this toolset.
