RE: V7R1 service withdrawal; upgrade to V7R3

Hmm, tape drive fails and they need to use an IBM i based tool to upgrade
the firmware on their tape library to support the replacement tape drive
and it's new drive firmware.
Then they need a new MF (and perhaps a SI) PTF to work well with this tape
library firmware update. (Think ITDT or IBM Tape Diagnostic Tool.)

I've had a few dances with Murphy before so I try to figure out how he's
going to slip me a micky.
