whats the tagged alternate restart device ?

Just to recap:
- you were able to boot from optical; was that a real optical drive and DVD
or something in the media repository on the VIOS ?
- How is your alternate IPL Tape device connected - is it Fiber or
something else ?
- If Fibre, can the LPAR see the connected tape device OK - is it logged
into the fibre OK (I'm repeating a phrase I heard so forgive me if it is
not accurate)
- If Fibre, maybe check the zoning between the drive and the LPAR is set up
correctly (This might be a repeat of my previous point)

You probably want to just validate that the hardware setup has turned out
as expected or required for that Alt-D IPL.

No. Of course now the LIC is installed. Will it ignore that and
re-install
from tape?

Not an upgrade. Just replicating a system in a different data center.

Ha, well, I think that was a misinterpretation of the manual piled on top
of a mistake.
I couldn't load from the tape.
So I tried loading the LIC from the Virt Optical.
Then it couldn't find the tape.
Then I played around and found the VIOS fellow had given me the wrong
channel assignment and the tape was discovered on another channel.
Then I proceeded as described above, and the tape was found, but not
loaded from.
