I'm confused. Maybe best to install 7.1 and just try to restore the system
from the tape?
Not sure that you already did that so, assuming both virtual optical and
tape have the same LIC version, you can try to run a D mode IPL from the
virtual optical, then select the tape drive as the alternate installation
device. You should then be able to install the LIC from the tape, then
restore the operating system from the tape, then everything else from the
tape.
