Because it's not a problem of filling information NOW, it's making the
report with fillable fields for LATER.
Example:
VISA application pdf for China. You download the pdf and fill the form.
Then print and present at embassy,
In this case he may want to print a report and leave some information to be
completed later by whoever uses the report. If he doesn't have the info
right now, he has to leave the space for it, but if he leaves a specially
crafted field the user can complete from the pdf viewer directly.

You can create interactive forms by using Adobe Acrobat DC, which can be
filled in using Adobe Acrobat Reader. However that option doesn't meet your
report generation requirement.

What is your problem with online form submission? I envision a page with 2
tabs - 1 tab providing an interactive HTML form and another for viewing the
PDF equivalent of it.
