What is your problem with online form submission? I envision a
page with 2 tabs - 1 tab providing an interactive HTML form and
another for viewing the PDF equivalent of it.

Exactly. It isn't a visa application, any more than it's an IRS form, but it is something very much analogous, something for which online submission for automated processing is completely irrelevant. Setting up an interactive HTML form would essentially have the same result as simply changing the underlying data in the application that's generating the PDF in the first place, only with lots of added complexity.

The idea of making the report a fillable form is to allow the PDF to be circulated among various interested parties, who would then be able to add content (and/or modify existing content) while it's still a PDF, rather than printing out a paper document.
