Uh, no. This has nothing to do with online form submission; rather, it is about building up reports as PDFs, with some fields left open to post-generation alteration, and/or the option (like in PDF IRS forms) to fill out blank fields in the form using Reader, before printing it out, rather than filling them with a pen or a typewriter, after printing it out.

(Of course, I realize that I'm probably the only one on this List who not only still fills out his tax returns pen-and-ink, but takes pride in doing so, but it was the first example to come to mind.)
