Well, essentially, yes.

But there is no 'shadow list' ... the 'list' is hosted by midrange.com.

gmane.org also receives posts to the list and processes them through a custom interface to a news server.

When you post a message from the gmane.org news server, the message is sent to the list address on midrange.com and processed as usual.
